The Cross River State House of Assembly has announced an investigation into allegations of mismanagement of state-owned cocoa farms by Mr. Oscar Ofuka, the former Special Adviser on Cocoa Development under Governor Ayade's administration. The issue was raised during Tuesday’s plenary session by Rt. Hon. Davies Etta, representing the Abi State Constituency.
Rt. Hon. Etta disclosed that Mr. Ofuka and his associates have been renting out cocoa farms beyond the previous administration's tenure, an act he termed criminal and detrimental to the current administration led by Governor Bassey Otu. Highlighting the economic importance of cocoa as a major cash crop in Cross River State, Etta pointed out the severe implications of its mismanagement.
Supporting the call for an investigation, Rt. Hon. Francis Asuquo, the leader of the 10th Assembly, expressed disappointment over Ofuka's actions and warned that a warrant might be issued if such activities continue. Hon. Okon Owuna emphasized the long-standing nature of the irregularities and demanded a public accounting of financial transactions from Ofuka.
Hon. Ovat Agbor, representing the Obubra 1 Constituency, also described Ofuka’s actions as criminal, calling for a thorough public explanation of his financial dealings with the cocoa farms.
Speaker Rt. Hon. Elvert Ayambem reinforced that no individual should have undue entitlement to state resources. He condemned the monopolistic behavior and illegal leasing practices, affirming that the House would not tolerate any activities undermining the current administration’s corrective measures. Despite previous directives from the 9th Assembly, Ofuka has reportedly continued his activities, prompting the House to demand his appearance for a public explanation, with a warrant threatened for non-compliance.
The Assembly also urged the State Government to ensure stability in the cocoa sector and established a special committee to conduct a detailed investigation. The committee members include:
